Article I – Name

The name of the organization shall be known as the Southeastern Indiana Soccer Association for Youth (S.I.S.A.Y.) 

 

Article II - Purpose 

To provide for the boys and girls in Dearborn, Ohio, Switzerland, and Ripley Counties (any exceptions to this must be approved by the Board of Directors) a quality soccer program which helps develop future high school athletes.  To develop

and encourage sportsmanship among its members and players for the betterment of their physical and social well-being.

 

Article III – Affiliation

This organization shall be affiliated with the Soccer Association for Youth (“S.A.Y.”), and Ohio corporation, and shall be governed by and shall comply with the principles, rules, and regulations provided by S.A.Y.

 

Article IV – Powers

This organization shall have the following powers in addition to the powers expressly or implicitly conferred on it by law:  To make and enforce rules and regulations to govern itself on a local basis, but consistent with and not contrary to the rules and regulations set by S.A.Y., to which this organization is subject.  To enter into contracts, hold, and own property.

 

Article V – Membership

Membership is any parent or legal guardian who has a child registered in the soccer program, and any coach, assistant coach, referee or volunteer regardless of whether he or she has a child in the program.  The membership shall comply with the S.I.S.A.Y. Code of Conduct adopted by the S.I.S.A.Y Board of Directors, June 2000 and amended in November of 2004.  The Code of Conduct shall be provided to the members by the Districts to which the members belong.

 

Article VI – Governing Body

The governing body of the organization shall be the Board of Directors.  The Board of Directors shall consist of the President, Vice-President, Secretary, Treasurer, Referee Coordinator, and three Representatives (individuals at least 21 years of age) from each District appointed by their respective Districts.  Each District shall have one vote on all issues, agreed upon by the majority of its Representatives.

The Executive Board shall be comprised of the President, Vice-President, Secretary, Treasurer, and Referee Coordinator.  Elected officers (President, Vice-President, Secretary, Treasurer, and Referee Coordinator) shall serve a two year term.  The President, Treasurer, and Referee Coordinator will be elected in even numbered years; the Vice-President and Secretary will be elected in odd numbered years.

Issues will be approved by a majority vote of the Districts represented at the monthly meetings.  Should a District not be represented, an Executive Board member may not vote on behalf of his/her District. In the event of a tie, the Executive Board present (excluding the President) will enter votes.  In the event of a tie after the casting of the Executive Board’s votes, the SISAY President will decide the issue.

A District must be in good standing to maintain its’ SISAY voting privilege.  Good standing is defined as no outstanding financial debts to SISAY and SAY and all expected reports/documentation to SISAY and SAY current.

 

Article VII - Election

The election of officers shall be by the vote of the District Representatives, with each Representative having one vote.  The Nominating Committee shall consist of 2 individuals representing 2 distinct Districts and be designated in October of each year.  The representation of Districts to the nominating committee shall rotate to ensure equity of nominations.  Committee 1 (Aurora, and Dillsboro), Committee 2 (Hidden Valley and Lawrenceburg), and Committee 3 (Rising Sun and Switzerland County) will be the assigned Committees.  Committee 1 will perform the nominating duties in 2008, Committee 2 in 2009 and thereafter for continued rotation of representation.  The Committee will nominate candidates and nominations will be open through the November meeting.

The election will be held at the December meeting.  Ballots will be given to all District Representative present at the election.  Candidates receiving a majority of votes shall take office on January 1 of the following year.

 

Article VIII – Meeting and Quorum

All meetings shall be conducted in accordance with “Roberts Rules of Order”.  A quorum will be at least two-thirds of the Districts comprising the Area.  The monthly meeting will be held on the second non-holiday Thursday of the month.  These meetings will be open to the general membership with the Annual meeting held in conjunction with the December meeting.

Special meetings may be called at any time by the Executive Board, the Executive Board will contact each District Representative and/or District President.

If a District(s) fails to appear at a special meeting, the action rendered from the special meeting will be by majority vote of those present.

 

 

 

 

Article IX – Vacancies, Suspensions, Removals, and Other Disciplinary Actions.

1.  In the event of a vacancy in the position of President, the Vice-President shall serve until the next scheduled election.  Any other officer vacancy on the Executive Board may be appointed by the President, with the majority approval of the District Representatives, according to Article VII of these By-laws, until the next scheduled election.

2.  Any Area or District officer, coach, league administrator or referee whose conduct or activities are deemed not in the best interest or detrimental to the organization may be suspended or otherwise disciplined at any time, by a majority vote of the District Representatives (one vote per district).  A suspension must be accompanied by a written notice that results in the immediate and temporary removal from involvement with the organization. 

3.  Any Area or District officer, coach, league administrator or referee whose conduct or activities are deemed not in the best interest or detrimental to the organization may be removed from their official status by a majority vote of the District Representatives (one vote per district) at a scheduled Board meeting.

The person whose removal is being considered will be notified at least ten (10) days before the meeting regarding the reasons for the proposed removal, and will be permitted to provide any defense he or she considers appropriate at the meeting.

4.  The District Representative may ask for the resignation of a Board member missing more that 50% of the monthly meetings during the calendar year.

5.  Parties involved in disciplinary action or suspension may appeal on their behalf to the Executive Board.

 

Article X – Registration / Draw 

The Draw Committee comprised of the Executive Board shall conduct the draw.

For a player to be placed on his/her prior years team, or for a new player to be put into the initial blind draw or any subsequent blind draw, that players’ District registration form must be in the possession of the Draw Committee.  Following the initial draw, a late draw will be conducted every two weeks through thirteen (13) days after the initiation of play.

Players exempt from the draw are the coach’s child(ren) and one assistant coach’s child(ren).

Any head coach remaining in a division may be assigned his previous years players.  However, if the District’s number of teams in an age division increases or decreases from the previous year, all players not exempt, will be placed in the blind draw.

Request for children to be placed on a certain team and/or with a certain player for hardship reasons must be submitted by the parent in writing, along with a follow-up letter from the District, and reviewed by the Draw Committee for final approval.

No exempt players may be added to any roster after the initial draw.  All exemptions must follow SAY guidelines for formation of teams, as found in “Rule 8 – Legal Teams”.

A child’s age as of August 1 (verifiable by birth certificate) determines the division in which he/she plays.

Players wishing to play “up” must be requested in writing by the parent, before the draw.

After the roster release, the draw representative from his/her own district will hold one copy (the coach’s copy) of the team roster, while the SISAY Vice-President holds the other three copies.

The District being drawn does not select its own teams.

Pursuant to Rule 8-Coaches, a team’s head coach will be certified.  SISAY requires that coaches recertify at least every four years.

We shall follow the SAY recommended rules for short sided play.

 

Article XI – Rules Committee

The Rules Committee will be comprised of the Area President, the Area Vice-President, and the Area Referee Coordinator.

The Rules Committee will decide on any issues concerning a protest or a red card.

Protests should be submitted as provided by the S.A.Y. guidelines “Rule 9 – Protests”.

The referee involved must contact the District Referee Coordinator, who will contact the Area President or the Area Referee Coordinator within 48 hours of giving a red card and provide the information for the basis of the violation.  The Rules Committee will make a determination as to the disciplinary action that will be issued for the violation.  The Area President or the Area Referee Coordinator will notify the District President of the decision 24 hours prior to the team’s next game.  Disciplinary action pertaining to a red card will be an automatic one (1) game suspension; additional game(s) suspended will be determined by the Rules Committee.  Disciplinary decisions pertaining to red card violations are not subject to protest.

It is recommended the District Referee Coordinator be certified.

 

Article XII – Amendments

Proposed amendments shall be submitted to the Board of Directors no less than ten (10) days prior to the November Board meeting and will be considered at that meeting.

Amendments received by the Board of Directors shall be reviewed for compliance with the organizational philosophy.

Amendments will be adopted by at least a two-thirds vote of the Districts represented at the meeting.

 

 

 

 

Article XIII – Duties of the Board of Directors

The District Representatives are granted discretion to modify the duties mentioned below, to appoint individuals to assist in the performance of any of these duties, or create new positions to perform duties that might arise during the course of the year.

 

President

Uphold and enforce the By-Laws or S.I.S.A.Y.

Preside over meetings of the organization.

Coordinate and represent the program and be responsible for all Board members to ensure that duties are completed in a timely manner.

Call special meetings of the Board of Directors as deemed necessary.

Assist in selecting individuals for non-elected positions.

Coordinate league standings and oversee publicity.

 

Vice-President

Preside in absence of the President

Perform duties as delegated by the President.

Call special meetings of the Board of Directors as deemed necessary.

Assist in development of coaches.

Oversee registration player draw.

 

Secretary

Record and maintain minutes of all meetings.

Be responsible for all correspondence as directed by the President and Board of Directors.

Maintain official record of all activities of the organization.

Maintain a copy of all team rosters of all the organization for at least two years.

 

Treasurer

Be responsible for the election records and ballots.

Ensure that the nominating committee chairperson submits a notice to the local papers at least two weeks before the November meeting providing notice of positions open for election.

Collect all funds due to the organization and make disbursements for payment as approved by a two-thirds vote of the District Representatives (one vote per district).

Deposit funds within five (5) days of receipt.

Maintain a complete and open accounting ledger.

If unavailable for signature, any two of the other Officers may sign for the approved expenditure.

Prepare financial statement for each monthly meeting.

Submit the accounting ledger to the President in January of each year to review.

 

Referee Coordinator

Coordinate Referee clinics with District Referee Coordinators.

Coordinate Referee scheduling.

Coordinate Referee training and certification.

Preside over meetings for rules interpretations and protests.

 

District Representatives

Be responsible for representing the District at all Area meetings.

Present complaints to the Board on any action by player, coach or person{s} that could result in disciplinary action.

Give a District Representative report at each monthly Area meeting.

Provide quarterly statements of their District’s financial status to SISAY at the January, April, July, and October meetings.

Provide annual statement of their District’s financial status to SISAY at the January SISAY meeting.

Coordinate communication between their District and SISAY.

 

Article XIV – Rosters

Coaches must have an official copy of the team roster at each game.  In the event a coach requests to view an opposing teams roster prior to the start of the game, the coach must give the coach a copy to view.  No request for rosters may be made during or after play.  Any non-compliance can be protested following Rule 8-sect. 6.  If a timing format is used during tournament play, an official SAY roster must be given to the team’s timer.  No written or self-produced rosters are allowed.  Upon conclusion of a game both timing sheets and rosters must be presented to the referees, who must file these with the Area Referee Coordinator.

 

Article XV – Playing Field Safety

All playing field goals must be anchored to the ground.
